City of Phoenix Enhances Financial Support Program

The City of Phoenix has re-launched its Targeted One-Time Crisis Assistance program, now extending support to households that have lost KidsCare (CHIP) coverage starting October 1, 2026. This program aims to provide short-term financial aid to families that have experienced a total loss of SNAP benefits on or after October 1, 2025, helping them maintain stability during challenging times.

The City Council has approved a supplemental budget of $3.15 million to fund the program, which began on July 6 and will operate until the allocated funds are exhausted. The initiative is designed to help families cover essential utility costs, enabling them to allocate more of their limited income towards food and groceries.

Details of the Assistance Program

Eligible households will receive a one-time utility payment of $600, which can also be applied towards rent if utilities and rent are combined. Additionally, participants may receive a $100 transportation assistance payment, offered as either a gas card or bus passes.

To qualify for assistance, applicants must be Phoenix residents who have experienced a complete loss of SNAP benefits or CHIP coverage as specified. There are no income restrictions for applicants; however, those who lost benefits due to fraud or misuse are not eligible.

Documentation required for eligibility includes valid photo identification, proof of Phoenix residency, a DES case number confirming the impact of federal programs, and either a utility account number or lease agreement as applicable.

City Leadership’s Commitment

Mayor Kate Gallego emphasized the city’s ongoing commitment to assisting residents facing difficulties in meeting basic needs. The expansion of this program reflects the city’s efforts to alleviate hardships faced by families, particularly those with children who have lost their health insurance.
