City Council approves CORE Construction to lead Cactus Park Precinct GO Bond project

Phoenix City Council has selected CORE Construction, Inc. as the Construction Manager at Risk (CMAR) for the new Cactus Park Precinct, marking a significant step forward in a public safety initiative funded by the 2023 General Obligation (GO) Bond Program. This decision transitions the project into the preconstruction phase, aimed at enhancing public safety services in northwest Phoenix.

Details of the New Precinct

The project will replace the current facility located at North 29th Avenue and West Cactus Road with a modern, state-of-the-art building. The new Cactus Park Precinct will feature a main facility, a stand-alone mechanic shop, a firearms training range, fuel facilities, and solar-covered parking to reduce electrical consumption. A key element of the precinct is the Real Time Operations Center, which will allow trained personnel to monitor public safety technologies and real-time data to assist officers in the field. This center aims to enhance situational awareness for patrol units and facilitate quicker access to vital information during emergencies.

Location and Sustainability Efforts

The new precinct will be established on a 12.5-acre site located at 3035 West Thunderbird Road. The design will adhere to sustainable practices, aligning with LEED Silver scorecard standards. In preparation for construction, over 2,500 tons of demolition debris have already been diverted from landfills.

Project Timeline and Funding

In July 2026, the City Council had previously engaged Arrington Watkins Architects, LLC to design the new precinct. With CORE Construction now on board, the project team will initiate detailed planning, cost estimation, and construction scheduling. Funding for the precinct is sourced from the 2023 GO Bond Program, which allocated $37.1 million for this public safety infrastructure project. The new precinct is expected to enhance facilities for officers and staff, improve community access, and support the long-term policing needs of the northwest Phoenix area.
